If you read the comments about this article on the web page it is pretty interesting. You have some people who are lawyers in litigation talking about how the settlements work so there isn't public disclosure so it's a way to encourage settlement. There is one comment that says how the government is not the majority owner of these banks, it is majority owned by these banks.
I think both parties want to keep the terms of the settlement secret to avoid criticism. This is especially true of the government because average citizens have been critical of the way they dealt with the crisis.
I never know what to think about during situations like this.
